Generally, in emergency situations, we all end up texting 911. However, with text 911, calling in such situations is not always possible, especially in areas with connectivity issues. This is why, Google has partnered with RapidSOS (an emergency technology company) that will enable Android users to message 911 using RCS.
The main purpose behind this initiative is to bridge gaps in emergency communications coverage and offer new safety benefits. It is currently feasible to contact 911 via SMS in “some locations,” but it is not common. Actually, only “roughly 53% of U.S. emergency responder call centers” have access to it. However, with Google Messages, now android users can get a confirmation that their message is received by emergency services unlike before.
Further, the older version didn’t allow users to always share pictures and videos of their current location. However, using RCS, you can now send high-resolution images and videos to emergency service providers.

Another key benefit of text 911 with RCS is it allows all the Android users to share their exact location and other details immediately using Android Emergency Location Service. One way to help emergency responders know where to go and obtain useful information from you even if you are unable to reply is by providing your language settings and opt-in medical information.
It is expected that this feature will be available all over the US by this winter. Every 911 agency in the country will have free access to this service.
In fact, Google is working on the goal to make RCS as the industry standard for texting emergency services everywhere.
